Immigration:Morocco must review its immigration policy

Abdelhamid El Jamri, president of the United Nations Committee on Migrant
Workers calls for a better practice the concept of circular migration.

"Morocco must review all its migration policy. It is in perfect step with
its current needs, "said Abdelhamid El Jamri, president of the United
Nations Committee on Migrant Workers. The Moroccan expert does not mince
words. For him, global changes require the country to turn a new page in its
own way of managing the migration issue. "It is inconceivable that sends our
expertise abroad when there was great need of their expertise), he is there.

He cited as examples the contracts offered by ANAPEC for sending seasonal
workers in Spain. "The market has changed and I am the very cause of these
contracts ANAPEC, I think we need change," he acknowledges. Through these
contracts, Morocco, in the framework of its cooperation with Spain, the
so-called circular migration that has been at the center of the 17th
Economic and Environmental Forum of the OSCE (Organization for Security and
Cooperation in Europe). During the event, held on 19 and 20 last January in
Vienna, Abdelhamid El Jamri, representing the UN, said that the concept of
circular migration, recently developed by the EU is "a compromise between
the political and economic position of the EU countries.

For a long time, we see a dual despays position of the EU. A political
position who wants to stop or minimize the migration to Europe, an economic
sector that is, on the contrary, the development of these flows vets EU
countries to meet the needs of the union labor and to loosen the labor
market. " For the Moroccan expert, the EU's willingness to master a kind of
migration by the concept of circular migration simply confirms that
"migration can not be stopped, it is a natural phenomenon and permanent,
which he be taken into account in international relations. "

The Forum served as an opportunity to better clarify this concept, starting
with this proposal for voluntary return. "The immigrant has the choice to
accept or refuse. But Morocco has not yet officially ruled on the proposal
offered by Spain. Morocco wishes, however, an integrated policy for
immigration, "said Abdelhamid El Jamri. The latter has proposed to the OSCE
Forum to enable migrants residing in EU countries permanently to return
temporarily to their country of origin to work or start a business. "Many
immigrants wish to return temporarily," he stressed, "but faced with the
fear of losing their right to stay, they prefer to settle down." Experience
has shown that migrants from Eastern Europe, before their countries of
origin do EU practiced this circular migration, because they were able to
return to the country of home whenever they wished. "A Romanian migrant,"
said Abdelhamid El Jamri, who lived permanently in France, had the
opportunity to return to a project of economic activity.

And whenever he needed extra cash, he had the opportunity to return to
France and work for some time. " "Migrants from countries south of the
Mediterranean do not have that opportunity then," said the Moroccan expert.
"No doubt, today, the role of migrants in the development of receiving
countries, transit and origin. It is recommended that host countries
collaborate with countries of origin to develop programs to maximize the
impact of migration on development, "said Abdelhamid El Jamri and calling on
States to a strong and close on legal migration and around the so-called
illegal migration.
