If that's all you really wanted, the slice egg (to which you have already been referred; docs at <http://wiki.call-cc.org/eggref/4/slice>) does everything you are asking for, negative and past-the-end indices and all. It even slices lists and vectors as a bonus. But no, what you are showing you actually want is to complain about the meaning of the name "substring".
