Hello everyone,

I've been reminded in private discussion that egg licensing status could
be clearer. To my knowledge, the last discussion on the topic happened
in 2020 and suggested that it may be made part of the C5 effort. Given
that C6 is around the corner, I'd like to revisit the idea again, but
with a slight difference: Upon egg review, salmonella (or an adjacent
tool) would check the license identifier field in the .egg file for SPDX
compliance.  These egg reviews will happen during the C5->C6 migration
and I hope any unusual licensing situations will be uncovered thanks to
this.
