I'm not sure if this is such a great idea.  The Rails trac site originally
also had anonymous access for creating and editing tickets, and they
had a huge spam problem.  They finally closed it down for anonymous.

As an alternative, we might try using the CaptchaPlugin or the
SpamFilterPlugin from trac-hacks.org
