Hmm, that looks like a bug. Currently the 'timezone' C variable is
used (except MacOS X which uses the tm_gmtoff field of struct tm) to
access the timezone offset. Looks like the Cygwin build may have a
problem. (Odd that, since MinGW works as expected.)
