Two reasons: 1) You didn't tag version 0.2.1 2) Your tags say release-0.2 instead of 0.2, so you have to change
(uri targz "https://github.com/mgushee/{egg-name}/tarball/{egg-release}") to (uri targz "https://github.com/mgushee/{egg-name}/tarball/release-{egg-release}") I think this should work.
