Years ago my husband and I had two intact female miniature poodles.  We had bought one from a show kennel to use for starting our own show kennel.  The other we were only half owners of, but had physical possession of her.    The first one, being "worldly wise," having been bred once and from a kennel, would come into heat and ride the other. Then the 2nd one would come into heat.  They had a merry time with each other.  We simply watched with indulgence when we happened to notice.  No reason to try and stop such a happy time.   That might be a good way to handle your situation.   We used to watch with amusement when the older bitch met a strange male dog.
