I live in Florida ;
It is great weather here ,this morning it was 60 degrees with a slight breeze ,all my girls were shivering ,the same as they did when I lived at 5,000 feet with snow and 17 degrees .When it rains here I have to beg them to get out of their travel trailer . When it gets over 87 I have to put them inside in the AC .Chi's just don't do weather very well .So put them in bed and let them snuggle and they'll do great .I have house broken many Chi's but when they feel like going on the floor they go .I know a 90 year old Lady who can make a Chi do anything but she's a better man than me lol.
