Sounds to me as if he is confused and scared. The fact that he will not mess
in his crate is what I was explaining to someone else a day or two ago. Dogs
see their crates as their dens and will not mess up their living quarters.
The fact that he will not use the bathroom in it also shows he has the
ability to hold it. The problem seems to be, he is not sure where he is
suppose to go.

You are relying on the belly bands/diaper and not taking him out enough.
seems as if he thinks he is suppose to use the bathroom in his
bellyband/diapers.

He is young and still learning...he needs to go out more often. And
definitely first thing after taking him out of his crate, first thing in the
morning, as soon as he eats, and last thing before going to bed....and then
a lot of time in between until he learns.

When you catch him peeing in his diaper or anywhere in the house. Squirt him
with water or shake a can of pennies and immediately pick him up and take
him out. When he does his duty outside, praise him, reward him. Do not speak
meanly when he goes inside ( a stern NO is ok, but don't continuously fuss)
If you are speaking meanly, two things may happen...one he may become
fearful of you and be afraid to go even outside if you are around, or two,
he may associate this with attention from you....and negative attention is
better than no attention.

Until he is housebroken, do not have him running around un supervised. Do
not rely on the belly bands/diapers...they are for helping...not intended to
be the housebreaking methods. Take him out more often. Praise him for going
where he should, and be very patient.
