12 weeks is best, but 10 weeks should be fine if the puppy is doing very very well.  Plus you are home all the time.  Your cat and puppy should be fine together, too.   I would give them limited time together at first.  Supervise them closely.
 
Whomever you get the puppy from, take it in within a day or two for a well puppy check.  Vets often do this for free.  Then you can ask about the long walks and the puppys eventual raw diet.    My 7 month old, Sophie, gets canned chicken breast mixed into her food.  Whenever you get a puppy you do not want to change its food right away.  Even if the breeder was not feeding it the greatest diet.
 
Sophie had anxiety when I first got her, for several months, when I would leave.    It passed.  I don't think there can be TOO much time with your dog=)  Sophie also has worn a tshirt or sweater everyday since I got her.    She has a very nice hair coat still.
 
What you pay for the puppy is often what you can afford.    $800 for a small chi is not unusual at all.  That's just up to you if you want to pay it.  It doesn't matter that you arent going to breed her and don't care about papers.  That's the breeders asking price.  Some breeders will give a discount if you are not going to breed.  Often breeders dont want a puppy that falls into the "pet" category bred.  Just ask the breeder if she will give you a discount if you dont breed the pup.  Oh, and I am not a breeder and my Sophie is a pet.=)
