It is very rare for a dog to just be mean unless it has been abused in a fashion that has taught it that, that kind of behavior is a fun thing to do.  I know you will not like what I'm going to say but it happened in my own family.  It was my 13 year old son.  He thought it was fun to get them rilled up and fighting mad when Mom wasn't there to catch him. To the boy it was a rough and tumble fun game.  Cute.....      The cat had to finally be put down. The dog went to a breeder and within a month never acted that way again.   I didn't know the cause of the problem until years later when as men the boys were playing cards at a family get together and this one son started talking about training the dog to be an attack dog and a fighter.
I could have killed with no regrets.  I can't tell you what was said when Mom got into that conversation. 

So what I'm saying is that with children in the house, more likely then not the dog has been taught to play rough and it simply has evolved into attacking everyone. I'm not saying kid's do it on purpose, they think they are playing and having fun and don't realize what damage they are doing to the dog.   It will not be easy to break Angel at this stage but it can be done and is worth the effort.  Keep that spray bottle in hand, use the ECK and supervise how the children play with her.  And have a good talk with all family members on what is good fun and what is bad fun.  It will take this whole family working together to solve the problem.  

If that doesn't work, present them with a play pen when you go to visit.

Yank the leash hard enough to knock her off her feet.      Sounds cruel,  not really, only takes a few times and I don't mean to yank the leash so to cause damage, just enough to get her off balance.  

The next question is, does she continue to act this way after the people are in and socializing or just when they enter?
