A website is just going to cost you money and money is your problem. I wouldnt go that route. You only want to find people in your own area - not on the www.
Post ads - at your local vets office's, groomers, pet stores etc. Do you have a dog park? If so, post flyers there. I've seen a girl have a flyer pinned to her back while she was out walking a dog - stating she is a dog walker looking for dogs. I did speak with her and she was walking her own dog.....just out advertising her services. Thought it was clever! Some newspapers will allow free ads too. We have one in town called Read it Free - and allows short personal ads for wanted, sales or services.
