It's not that the local or state gov allow puppy mills.  Like in this particular small county there was no zoning laws done ahead of time to prevent a mill from opening.  There is nothing the county can do now really to stop it I don't think.  There are "legal" puppy mills in most states I would guess.  Legislation really has to be made at local, state and federal levels to stop these places from opening.   katie (by the way I ordered that little dogs book!
