I know you say that you are giving Chip lots of attention so that he 
doesn't feel left out, but he could still be doing it as an 
attention getter. Fifi did it for a couple days after we got our 
bulldog pup. Then once she realized that the pup was going to stay 
and that she was still top dog she stopped. My dh said she was doing 
it to get the puppy in trouble... lol. Good luck. Hopefully he will
