I wouldn't recommend not keeping something(a collar or harness) on a dog inside the house, etc. Patricia, your set up does sound very safe but I don't think some people's may be that safe.  I don't think dog collars should be used on chis.  Their tracheas are too fragile.  I use a harness for walking Sophie and she wears a cat collar, with her tags, around the house.  Cat collars are breakaway.  (I once had a yorkie get her tags caught in a floor vent, a crazy impossible accident, but I wont take the chance again and use a dog collar in the house) You can't use a cat collar for walks of course.  Sophie is litter trained so she doesn't go out to potty.  On the very slim chance she were to get out of the house I want her to have tags on.  (she's microchipped, too.  That only costs around $30)  Sophie has such bad separation anxiety for me that I've thought there is a small chance she would try to bolt out of the house
If I'm not home, to find me, when one of the kids' friends comes over.  I put her in my room with the door shut when I have to go out. Sure enough, the other day I was just going to my car in the driveway to get something and, like a shot, Sophie bolts out after me!  It is winter here in MN.  We've just had a couple snowstorms and our steps are very icy.  In the few seconds it took me to get the item from my car, poor Sophie was lifting her little feet up from the ice.  The little goof.  She had quite the talking to.  lol
