has she been taught the word NO?  that is your first chore.  Once 
she knows what no means then you can work on "NO BARK"  and that 
means you will have to follow thru on the command.  I would get a 
spray bottle with a stream selecter.  when she starts barking hit 
her with a stream of water and yell NO BARK.  Chi's are very smart.  
I bet it won't take her long to get the message.
