some form of ID obviously. But could be anything. It could very well be possible that she was someone else's verry loved pet and was double ID'd to assure her safe return if she was ever lost. You mentioned she was a rescue...did they have any specifics about her background? Her last owners may not have been her original owners.
I like to think that the tatoo was a sign of a former loving owner. It beats thinking of some of the "other" reasons a person may have for ID'ing a dog.........
