I had a cat , once, that would not feed her babies
Some are just not maternal
You need to call the vet and get powered milk for them that you mix with warm water
And you will need to bottle feed them your self if she won't do it
Or they probably won't make it.......
One of my chi's had pups preemie and they could not suck
I feed them for 2 full weeks
Every 2 hours
And neither one of them made it........it was so sad
But I tried my best

I don't know how to get her to stay with them but I can tell you that at 3 weeks they are still probably too young to lap up the milk. I've done wildlife rehab and any animal at 3 weeks old I was still bottle feeding. Go to a pet store or walmart and get a puppy bottle and start bottle feeding. Sounds to me like Mom is abandoning the pups. But also at this age is when they start pulling away in order to get them used to being on their own. If she is feeding them every 4 - 6 hours, I don't think there is anything to worry about. But then again, I'm not use to Chis.... only baby squirrels, coons and other stuff like that.
