There are two answers to that:  Establishments that permit pets generically, 
and establishments who don't mind you bringing in a little dog in a bag.

Generally speaking, only establishments that sell or serve food are 
prohibited by health codes from having pets inside the building, but some 
restaurants that have patios allow pets out on the patio.  Some businesses, 
however, prohibit pets just on general principle -- except for service 
animals, of course!

Most Starbucks can't allow your dog inside, but the one near our house lets 
me bring mine in in my tummy pack -- as long as no customer objects.  Ditto 
the Blockbuster's near my house.  My local Walgreens lets me take the chis 
into the store, as does Bed, Bath & Beyond, Michaels and Menards.  I got 
away with it at Office Depot as well.  Of course, I take them with me to the 
pet supply store as well.

Anytime I take my girls in a store/business, they're in my tummy pack and 
obviously visible.  I never try to "sneak" them in where they're not 
welcome, and even though Chiclet is, in fact, my panic attack service dog, 
Luna isn't, so I never try to pass them off as service animals.  Of course, 
when they're in my tummy pack, it's impossible for them to make a mess on 
the floor or chew on merchandise, so they're welcome in several places that 
don't normally allow pets (like Blockbuster).
