I had the same problem at Walmart Karen, so I'm pretty sure it is a store 
policy.  Beans goes absolutely everywhere with me (including the office) and 
Walmart is the only store we've encountered that issue.  He was in his bag and 
the associate just happened to see him stick his little nose out.  I think many 
stores have similar policies, but don't enforce it as stringently as Wally 
World.  Beans goes to the Publix grocery store here regularly and they do have 
such a policy, but they haven't ever said a word.  In fact the pharmacist 
regularly asks to hold Beans without fail!

have to say he has been in some nice restaurants, inside my coat or purse and 
we never told anyone. He never barked, would rest and take a nibble when
