I'm in the UK so am not sure exactly what happens at US shows but here
in the UK if you approached breeders at the end of the show, most of
them have the journey home on their minds, especially if they've
travelled a long distance to the show. They have to get their dogs all
crated up safely etc, get all their belongings together  and back out
to the car and often it's quite difficult, especially if you're on
your own. And if you weren't there for the actual judging they
probably you assumed that you weren't really that interested.
Certainly here, if you'd approached most exhibitors DURING the show
(only not as they are about to enter the ring) most would be happy to
chat to you. Also, a lot depends on the approach. If they have a dog
that's a little bit nervous etc, they're not very keen on strangers
coming up and petting the dog without asking
Also, show Chihuahuas, in the UK are rarely dressed up. It's
considered a bit naff. Apart from the fact that these are big macho
dogs – they don't know they only have little bodies – keeping a jumper
on the dogs in a warm house ruins their coats.
Don't let it put you off dog shows. Try going to a local one or even
better a breed club show and watching the judging, see the standard
being put into operation (or not as the case may be!) and then having
a chat with exhibitors as they come out of the ring. Commiserate with
the ones who haven't won and congratulate the ones who have.
