Hi there, I "feel your pain."  
We also adopted a rescue Chi 
and they can have a very long 
adjustment time.  Our Mr. Berns
was a wreck.  You know Chi's
(or a least some) bond strongly
with one or maybe two people, so 
consider how it feels to have that
taken away?  PLUS people don't 
generally give up a dog unless 
things have been going VERY badly. 
So ... rescues often had a period of 
stress or even abuse before coming
to the rescue organization. 

I'm no expert on dogs but knowing 
what I know now about chihuahuas, 
I think being given up by one's 
family hits them PARTICULARLY hard. 
Our other two dogs (australian 
cattle dog and mini-schnauzer) are 
such social girls I sometimes think
they'd only miss me for a minute or 
two, then fall right into whatever 
was "happening" in the new place! :) 
Maybe I exaggerate, but the point
is your little girl is suffering
right now.  

BUT I don't agree with the folks who 
say "keep her" or even "keep her 
until you figure her out."  The 
longer you keep her, the more she 
will get attached and have another 
big shock if you have to give her up
later. 

MY advice is to decide AS SOON AS 
POSSIBLE whether you can commit to
her (for what, the next 15+ years?)
and DON'T FEEL GUILTY if you can't! 
Taking her back for a chance to find
someone in a better position to deal
with her special needs, is the 
kindest thing you can do.  GOOD LUCK!
