I don't worry about doubled teeth untill the pup is approaching a year old. That being said, a good vet experienced with chihuahuas should be able to decide, upon examination of the pup while he is "under", whether or not to pull the baby teeth. If the adult teeth are fully erupted and placed I don't know that there can be much harm from yanking the babies.
