Personally, I'd get your vet's recommendation -- he may want to take an x-ray to make sure the puppies are positioned correctly, or he may feel that because of the previous c-section your dog will definitely need another. Your question about the water sac is better addressed to your vet, too. If you don't trust your vet, if you worry he made a bad decision last time, then get a second opinion from another vet. But on a decision that might well mean life or death for your chi and her pups, I would definitely rely on a *medical* opinion.
