Lesley, My friend has a large breed dog who wasn't nuts about the small dog. For it's safety, my friend has the Chi with her friend, but it's gotten out twice on this gal. My friend spent 2 nights searching in 19 degree temps and finally found the Chi right near the highway.
That's why my friend is trying really hard to find the owner. She can't foster it because of her dog and it sounds like her friend is having some trouble keeping this Houdini from taking off. I live in PA or else I'd take him til they find the owner. That's why I thought maybe a rescue would step in and foster in lieu of the shelter.
