I don't think dogs ever reach "menopaws" (lol)  the way humans do. If your vet, 
an experienced person who has actually seen her, feels she is that age....then 
she probably is. They go by the teeth and stuff.....

I do know however that male dogs will stop producing sperm as they age....

  I recently adopted a chihuahua named Pixie from the pound. The people 
  who left here there (the original owner had just died) claimed she was 
  19 years old. She does look older, although my 16-yr-old chihuahua 
  looks older than Pixie. And Pixie is spunky, runs everywhere instead of 
  walking, has VERY sharp hearing, and this is the kicker. She just came 
  into heat! Does anyone know how old chihuahuas can still come into 
  heat? My dogs have always been spayed so I don't know. I'm thinking she 
  might not be this old. My vet says even very geriatric dogs can come 
  into heat and still thinks Pixie is in the 17-19 year old range. So, 
  I'm hoping someone can tell me the max age that chihuahuas come into 
  heat.
