To train him to use the pee pads, you just have to confine him to a small area. 
 I am using a dog exercise pen in my kitchen for my Chi.  You keep the dog in 
there when you can't watch him.  Put a bed, toys and water/food bowl on one end 
of the pen and the pee pads on the other.  He should go to the pads to potty.  
When you are home, make sure you watch him so he doesn't have any accidents.  
When he looks like he has to go, take him immediately to the pee pads and 
praise him when he goes.  Eventually, you can move the pads to another area 
away from the confined area.  What I did was blot the urine from one pad onto 
the other to put the scent on there.  Then I set it up in a corner of the 
living room where I was.  When my puppy, Cricket was out of her play pen, she 
learned to go on the pad in the corner.  This seems to have worked well so far. 
 I have had her for a week now, she is 5 months old and has had one accident 
all week.  That was on the first day, too!
   
  I would get some cleaner, such as Nature's Miracle to clean the spots where 
he has already gone potty.  Nature's Miracle takes the odor out so the dog 
cannot smell it anymore.  Unfortunately, if you haven't been using an enzymatic 
cleaner like this, the odor may remain in the spots he has already messed in.  
He may keep going back to these areas to pee again because he can still smell 
the urine.  If that is the case, it may be hard to pee pad train him.  It's 
worth a try, though.  The most important thing in the beginning is confining 
him to a small area so he doesn't have the chance to go all over the house.  
Also, is he neutered?  If he is not neutered, he may be marking and that is a 
totally different issue than a housetraining issue.
