this may sound like a smart elick answer, but it really isn't...he does it
because he wants to...it is fun, it taste good to him, it relieves boredom,
ect......puppies tend to be bad about this, but usually grow out of it. If an
older dog starts doing it out of the blue with no history of it, it is usually
because they are starting to develop control problems and can't control where
they go and are ashamed, so they try to hide the evidence. But for
pups.....they do it because they want to.

  Subject: [Chihuahuas] moving poo around?

Hi! Does anyone know why my chi, Rico, moves his poo around after he
goes? If I am around right when he goes poo, I give him a treat &
remove it right away, but if I'm not there, I find it all over the
  play pen. Any suggestions?

  Thanks,
  Joan
