Sounds like she is a dominant girl. And yes if the children are bothering her
they will teach her to be aggressive. Unfortunately many chis are aggressive
because they get away with it. With their size most people don't worry about
it until they bite someone really badly.
If the children are the cause then they must be taught or the dog should be
rehomed. You can teach her to enjoy being picked up and you must start right
away, the longer it goes on the worse the behavior will become.
