Why don't you try taking her to Petsmart or Petco?  There's usually a mixture 
of men and women there, especially on weekends.  You can bring a towel or 
blanket and put it in a cart and put your Chi on it.  That way, you can wheel 
her through the store and she will get to be around men without being 
"threatened" by them.  If the cart doesn't work or scares her, I would hold her 
and just walk around with her.  I really wouldn't recommend letting her walk in 
the store because Chis are so small and you never know when someone with a big, 
aggressive dog will be there.  
   
  Anyway, this might be a start for her.  Then, after she has been "around" men 
in the store a few times and feels comfortable you can try this. You can start 
getting a man you know to try to sit on the floor with a really good treat and 
wait for your Chi to go to him.  Don't force her or it will never work.  Try 
this over and over until she is comfortable.  My Chi was scared of being picked 
up (by me and anyone else) when I first got her.  I worked with her slowly and 
sat down with a good treat and eventually, she would come to me to get picked 
up with no fear.  Then, my husband did the same thing and now she is fine with 
it.  It took a while, and lots of patience!
