The collar may have hurt her and she may be terrified of you using it on her 
again. I would put the halter on her without a leash and let her run around the 
house like that for a while to get use to the harness, then try again later 
with a leash on it. I would not attempt a collar again.

  I have 2 chihuahuas
  1st is Bailey she is a long hair,6 months old and weighs about 4 1/2 lbs
  2nd is Tutti a little short hair, weighs about 3 lbs and is 3 1/2
  months old.
  I tried to put a collar on Bailey and a harness on Tutti yesterday to
  take them out with me to walk in my yard and Bailey went crazy, it was 
  so bad I thought she was having an attack of some kind! When I
  finally got the collar off she went upstairs and got in my bed and
  wouldn't come down for several hours not even for a treat.
  Tonight I tried the harness on her (Bailey) same thing. Tutti came
  right over and let me put the harness on her but with Bailey ...no way,
  she is upstairs as I write this. I hate it because they both stand at
  the screen door and cry when I'm outside.
  Is there anyway I can get Bailey over this fear? I can't let her run 
  loose outside even by my side there are to many cats and big dogs in my 
  neighborhood. Thanks for any imput on this...Brenda
