You can try instead of giving her doggie treats to give her fruit or 
vegetables. Like a piece of carrot or apple. Or maybe melon? But heed that 
fruit has fruit sugar in it. If she likes that you can replace part of her 
doggie food with (cooked) vegetables, liked cooked carrots or green beans or a 
ground raw apple (sans skin).

You need to look what "calories" your dog food has and what she gets as 
additional treats. Sometimes especially the small things are rich of calory. 

Low fat natural yogurt is something that can replace a bit of her normal dog 
food, too.

Another important thing (like with us humans) is that she needs exercise to 
loose fat. Go step by step and add each day a few more minutes of walk.
