A couple years ago when we first got our chi at 8 1/2 weeks old we had the same problem, she ended up bringing blood from my 10 year olds hand and she still has the scare to this day.  We immediately started asking for advice we could and found something that works.   Its a book by Jan Fennel, the dog listener   The Dog Listener    <~~There is a link on this page to the books listed for sale.
I also took the advice of a friend and bought a very very small muzzle for my new chi and placed it on her while the kids wanted to play with her.  It was not stressful or harmful to her in any way.  It just allowed her to be handled by others without fear of my children getting hurt and in turn Kandi learned to enjoy the belly and ear rubs of my children.  Today she is a perfect pet but we STILL follow the guidelines in the book.  In her eyes we are the leaders of the pack that she is part of.    :)  It was my last hope, thankfully I stumbled upon it.
