If you don't want to use the pads, the only thing I can suggest is confinement.
Keep them in a crate when you can't watch them and don't ever give them the
opportunity to go potty in the house. Also, get a cleaner such as Nature's
Miracle and spray it on the spots that have been soiled. If you have not been
doing this since they have been going in the house, it will be almost
impossible to get the scent out. If they can still smell it, they will
probably continue to go potty inside if you don't watch them all the time. Chis
are very quick at sneaking off and peeing! As far as food and water, I don't
think it makes much of a difference if you have a schedule or not. My two
housetrained dogs are free fed and they hold it until I can take them outside.
Of course, they aren't Chis, my Chi is pee pad trained. I don't think any dog
should have water withheld from them. I think they should have water at all
times, personally. Good luck with the housetraining! It's not
impossible, but it will take a lot of work a lot of time and a lot of patience!
