I had a thought about why not
make them an "elevator" out of a kennel, they step in and you have rope
and pulley tied to it at the top and you raise them up or lower them
down, chi's and maltese are so smart they would soon be telling you
when they wanted to go up or down : )

I have been thinking about making it a little easier for my
dogs.......3lb chi and two maltese to get up and down the steps which
they refuse to do on their own but seem to be having a bit of trouble
coming up with a solution.
I started out with material to make a small ramp on the rail side of
the steps and put little speed bump treads to make it easy but it seems
to be way to steep for that even. I have a large fenced in yard but I
have also purchased enough picket fencing to fence off a safe area for
them at the bottom. Currently the dogs use a pee pad on the porch and
it works great however the porch is small and it leaves little room for
us.
Any other ideas?
