I found the same thing when going to shelter lists, it broke my heart to see so many going begging... Then a few months before I got Tinker Bell a large puppy mill had been raided and the rescue people were very busy as lots of the puppies and adults were not in good shape. In the course of my life have had many dogs big and little (dobermans, to chis). Many were taken in or came to my house like I had an invisible sign all abandoned welcome here. But on the other hand did breed my shihtzu's one time, and another time there was an accidental breeding. But mostly had them all spayed or neutered, used to know all the best vets in San Fernando Valley CA and had a constant run up charge card : ) The dogs I raised myself were always the easiest and best behaved. And the rescue ones while sometimes troublesome and came with problems got to my heart also. I hope people will go to the trouble of trying to take in a rescue where they can. These two I just got make my heart sing and worth it getting up each day even when the pain is great and don't feel like it. They are therapy dogs for me that is sure! We found Tabasco on our second day of searching, and we certainly weren't expecting THAT, so I was well-prepared to hit the pound-circuit. The day we went to Long Beach to the SPCA, they had probably 6-8 Chi / Chi Mixes.
