This is such a funny chat. Everyone seems to have had a different experience. My guy uses paper towels if I run out of wee-pads and he does not like the weather or cannot get outside. Go figure! We never had that problem. Did you use the scented ones? Bogie is housebroken now but we used the pads and he never used anything else. Some dogs just don't take to them.
