hi lucy! i had the same question about my two pups
when i first had them too. the advice i got was that
all pups are different. some will perk them up on
their own at 4 weeks. others take a few months to
control the little ear muscles. i also heard that show
puppies get their ears taped in some sort of T shape
to make sure they stay up.
 as for my very own babies, i think Dexter was the
first to have his raised. pretty sure it was around 3
months. they gradually started to unfold more each
day. of course he looked so silly since one of his
ears was faster than the other by a few days. after
about a month of standing perfectly erect, he dropped
them again and had the cutest little fold at the tips.
but that only lasted a few weeks.
 hes back to a gorgeous bat eared tall and lanky
monster! anf of course his sister morgan is still
stuck in the one up, one down stage lol
