Absolutely not IMO. My Molly was 2 lbs at 3 mo old. If you consult the Chi growth charts , Molly should weigh 5 lbs full grown. At 1 yr she was 5lbs at 2yrs she was 7lb and at 3 she was 9lbs. She is 1 lb overweight , but she will never , ever be 5 lbs. 3 years is a dog maturity . They grow till then . Not enormously, but they reach full height and weight at that time.
