I know so many people have put their input into this conversation ...
but, I personally, would want to fly out two times at least.  Once to meet
the breeder and the puppy so I could choose the one I wanted and be sure
everything was the way I wanted it to be (it's hard to see personality over
the internet), and again to pick it up myself.  So, I guess I would have to
save up some extra money before I decided to buy online!  I could not buy
without meeting a dog ... unless it was from a rescue.
  With our dogs, I could tell over the phone that I really liked our
breeder, and then when I visited, I even liked her more.  Her dogs are not
"show" dogs, but they're nice dogs.  There are some champions in her lines,
and some "regular" dogs, and she really cares about her dogs.  They all get
socialized really well because she has a few teenage kids and a few
grandchildren (baby and toddler) all living in her house - so they get all
ages, plus lots of teenage friends coming to visit.  Any puppy she doesn't
end up selling, becomes their pet ... plus any they do decide they want to
keep because of their color, temperment or size.  So, there were maybe 2
males and 3 females they were breeding, and probably 14 pet chis, plus the 3
puppies and 1 older puppy when I was there!  We take the girls to visit
their "grandma" on a regular basis.  Everything is perfectly clean and the
dogs are very happy.  The girls love to go visit there!  Since she doesn't
show, she only has a few litters with a male and female and then has them
spayed and retires them ... so by the time we found out about Elsa's
patellas, her mom and dad were already spayed and retired as pets while they
are young.  She has their grandparents and parents, and Elsa is the first
one with patella problems that she knows of. It's funny, Elsa looks just
like their dad, Bessie looks just like their grandpa, and Jersey looks just
like their mom - literally, like little clones - size, build and color.
