Ignore it for the most part. It is just a male thing (and sometimes even a 
female thing!) It is a dominance issue. Likely, they are trying to show each 
other who is boss. This is actually better than aggression when trying to 
establish dominance! At least no one gets hurt...and they seem to enjoy it, lol.

Since I brought Andy the foster into my home a few days ago, Barley (intact 1 
year old) Micah (intact 9 month old) and Andy (neutered 13 year old) have been 
humping each other left and right. It is their way of establishing the 
hierarchy in a male triangle.

In your case, the pup is just starting to reach sexual maturity and the older 
one is starting to feel a bit "threatened" by that.

Of course, it may be embarrassing if company is over...lol

  hi everyone i have to chiuahuas both male one 2 years Magnum and gator 
  6months. They have a big stuffed bear that they like to hump for magnum 
  is his beyonce and for gator it's refered to as big mama. But lately 
  there humping each other!!! We're thinking of letting them become 
  daddies someday. But not sure what to do in the mean time. Anybody have
