Looks like a chi to me....but the ears do make a difference when people think 
of a chi. How old is he again? If he is more than a year, likely his ears will 
never stand...if he is under a year...there is still a chance. However, the 
fact that his ears do not stand does not make him less of a chi.....just makes 
him not exactly a top quality chi. Not to disparage him or anything, but a 
quality chi should have upstanding ears.  I do have one that does not have her 
ears up and doesn't look like she ever will. One of them stands when she wants 
it to...the other never does. Honestly, I think this is my fault. She was of a 
litter of 4..all have great ears, both parents have great ears, but I got tired 
of waiting for hers to stand when she was younger and I tried the taping 
method, and I fear I damaged her ears since I don't really know what I am doing 
in that area......I think it is my fault that her ears do not stand.

But anyhow, other than the ears, he looks just like a deerhead chi......
