You really have to stand your ground. Lighten up on the extra snacks
including the ice cream and table scraps.. I know it seams harsh, but
this is what can KILL your chihuahua. Some of these foods are not
meant for their little bodies to have to deal with, let alone digest,
and can make them really, really sick. Not only does the extra weight
shorten your loved ones life span, but it can also make them miserable
and can cause cancers and bone problems. 

What I suggest you do is try cutting the extras in half and try
leaving the food out (without the goodies added) for 10 minutes. If
she hasn't eaten it within 10 minutes, put it away. Do this twice a
day with 1/4 cup of food, that is all she should be eating. I know
that she will protest about not getting her extra's on her food, but
they know better than to starve themselves, and can skip 3 meals if
that is what it takes. 

Also, you must not feed a chihuahua the standard kibble that is out
there,not just because they are made with horrible ingredients (Iams
Chicken meal=FEATHERS) but because they have a weaker sense of smell,
therefore, they need a stronger smelling food. Try to find a local
INDEPENDANT pet food store (NOT CHAINS that carry your standard Iams,
Purina, Beneful, and whatnot) then talk to them about what it is your
chihuahua needs. You will find that you will probably have to pay just
a little more (if at all) but will find healthier foods that actually
supply the proper nutrients and will satisfy your baby girl's needs.
She will have smaller poops and will probably loose all that unhealthy
weight in no time! 

Let me know how it goes or if you need help finding someone to talk to
about food. Some foods I have found that Maize prefers are Timber Wolf
Organics, and BilJac but check BilJac's exp. dates, some larger stores
carry this but will still sell it way after it expires.
