My Chi (Chevy) has the same thing as Roxie. I am from Louisiana. I thought he might have broken his tail when he was born. He is now 7 months old. My husband wants to have his tail cut right as that spot but I am dead against it. It doesn't seem to bother Chevy at all so why should it bother us. I too, after reading your post what could cause that. My vet said it looks like it was broken.
