It isn't always necessary. It depends on the dogs. The purpose of this is to keep the dogs from pulling apart during a tie or to keep one of them from dragging the other all over the place. Either event can be very dangerous as it can tear the females insides or hurt the male......
Personally, unless I see something going wrong, I don't interfere with mine because it has been my experience that having me interfere actually makes mine do worse and try harder to separate.....
