Is it actually peeling?  If its just the discoloration, it might be a  change 
in pigment.  Just a guess.

Given Jaelyn is my first dog, these are just random thoughts... Maybe  you're 
right and it is sunburnt or possibly it's very dry? Or what about  age? Maybe
