That sound easy enough. But what if they are jumping around like a crazy
women. Do I still give her the treat? But to think about it. As soon as I
have a treat, she is watching me.

The purpose of 'watch me' is so you can ALWAYS get your dog's attention no
matter what else is going on around you.  Thus very simple command will make
teaching your dog a much easier and enjoyable process.  It could also save
your dog from harm.
 
1.  Show the dog the treat you have in your hand.
 
2.  Slowly move the treat up to your forehead, making sure the dog is
watching the treat.
 
3.  When the treat is on your forehead and the dog is looking at the treat,
say 'watch me.'
 
4.  Immediately say 'good dog' (or good girl or good boy) with lots of
excitement and give the dog the treat.
 
5.  Repeat 10 to 15 times.
 
ALWAYS end training sessions with play.
