Although most small dogs are fearless and don't seem to realize their small 
size, some of them are totally aware of the fact that they are small and 
everything and everyone is giant. Sometimes they will out grow their "fears" 
and sometimes not. Scooter has never been abused, but to this day will piddle 
if you reach down to pet her. Our solution is to call her up to you so she is 
standing on her rear legs with her front legs on you. She then cannot squat to 
wee. It sounds like she is becoming quite comfortable with Chico and likes to 
play with him. As long as she isn't hurting him, I would accept this as play 
and he will set her straight when he becomes too annoyed with it.
If she shivers and runs for her cage when she does something wrong, well, at 
least she recognizes that she is doing wrong which means that she should learn 
not to do it pretty easily. I would suggest that you lightly scold her, but 
never intimidate her. And remember that her cage is the one place in the world 
that she should always feel safe in, so once she's in there, don't approach her 
to closely. As long as she knows that she has made you unhappy with her, she 
will learn. Dogs always want to please us. She probably has low self-esteam and 
needs some ego boosting. Some good doses of playing, training and praising 
should help a lot. It takes a while, but she should adapt and fit in with her 
surroundings in time.
I am familiar with the vomitting situation, but cannot tell you how to solve it 
other than trying to keep her from eating grass.

  I have a Chihuahua that I found in the Penny Saver and she was abused 
  by one owner and then the second owner had a Female Chihuahua that 
  was terrorizing her to the point where she would Pee if you came up 
  on her or she would cower down with her tail between her legs. She 
  was not Spayed when we got her and we had a Male Chihuahua (Chico) 
  that really accepted her and they got along great. All of a sudden 
  the new addition (Baby) came in got adjusted and started doing the 
  same things the Chico
  that the other dogs did to her. She runs like a Gazelle and she is 
  suppose to be a Fawn Color, Deer Shaped but a Chihuahua. She takes 
  her head and up ends Chico or nips at his rear legs and he just keeps 
  pushing on. She is jealous when he gets near me and he gets jealous 
  too. 

  The one thing that is puzzling me is how she goes out and eats grass 
  comes in the house and Vomits. She looks like she is bucking and out 
  comes the crap. This happens at least once ever two to three months. 
  I have had her in the Vets office at least 6 times and they said she 
  has no Worms or illnesses. She was a little woozy after the Spaying 
  and Chico lost his mind for two days trying to hump her. Now they 
  don't even come close outside of the running outside or when we walk 
  and she nips at his heals. 

  What is causing the Vomitting? She shivers when she does something 
  she knows is wrong and runs for her cage. Don't know what to do!!
