We also adopted a chi from a shelter, about three years ago.  We
weren't given much info about him.  He wasn't housebroken, though they
told us he was a year old.  (Our vet says he is much older.)  He
didn't even answer to the name they gave us.  So we chose a new one
for him that he seemed to like and respond to.  He was very shy and
scared, but he soon loved to be cuddled and held and talked to.  The
attachment to my husband and me gave us a starting point in teaching
him how to act and get him potty trained because he started wanting to
please us, especially me.  After about a year, his personality really
seemed to blossom.  He is a great pet and loves everyone.

As far as the potty training, I learned something I hadn't known
before that seems helpful.  Whenever you take her out and she goes
potty, say potty just as she is doing it.  She will eventually relate
that term to what she is doing, so you can tell her what you want when
you take her out.
