First of all, lots of praise when she does go where you want her to. I think 
you may have to start from the beginning as if she were a new pup. Confined in 
a small area, big enough for her to have separate spots for eating, sleeping 
and pottying. Once she is pooing in her potty space regularly, you can make the 
area a little larger and larger until she finally has run of the house and is 
using her potty space only.
This takes time but does work. I think small dogs seem to take a little longer 
to house break.
I know that a lot of people use the disposable wee pads, but here's an idea. I 
use crib pads. They are rubber sandwiched in between flannel. I sometimes find 
them at yard sales, but you can buy it by the yard too. It's called rubberized 
flannel. It keeps you floor dry and clean and all you do is flush the poo and 
wash them. Saves money and less trash! I also have certain rugs that I use at 
the back door that they are allowed to potty on in an emergency, but they very 
rarely do any more.

  my chi does not like to get out of bed until noon.  It seems like the colder 
it gets outside the longer she stays in bed.

  Also does anyone have any good tips for getting my chi to poop outside.  She 
will pee on her pad or go outside but she poops on my area carpet instead of 
her poop pad
